In “The Corporatization of Cyber Crime” (CFO.com 2 Nov. 2016), Austin Berglas describes why nation states are the most frightening type of illegal cyber organizations.

Nation states have “the most time and the most resources behind them,” he explains, and have no constraints on them. According to Austin, most of the corporate criminal organizations that deploy ransomware in attacks on U.S. companies are loosely affiliated with states of the former Soviet Union.
